SPEAKERS

OLIVE DOYLE  qualified as solicitor in 1994. She is a partner in Byrne Wallace and practises in the area of health care law specialising in mental health, disability, vulnerable adults and care of the elderly acting on behalf of the HSE. She is a member of the DSBA Mental Health and Capacity Committee.

 

ÁINE HYNES is current President of the DSBA and a member of the DSBA Mental Health and Capacity Committee. Áine has been a member of Law Society task force on mental health and capacity since 2008. She sat on the Expert Steering Group established by Minister Lynch to review the Mental Health Act 2001. She deals with vulnerable clients detained under the Mental Health Acts.

 

MARK FELTON is a partner in Felton McKnight Solicitors in Greystones. He is a member of the DSBA Mental Health and Capacity Committee and a member of the Law Society Mental Health and Capacity Task Force. He is also a member of the Mental Health Commission Legal Representatives panel. In 2015 he obtained an LLM from University College Cork focusing specifically on the areas of Mental Health Law, Mental Capacity Law and Disability Law. He is a founder member and former chair of the Irish Mental Health Lawyers association. He is currently assisting with the drafting of new Guidelines for the profession in relation to Enduring Powers of Attorney.

 

LOUISE LOUGHLIN is the National Manager of the National Advocacy Service for People with Disabilities which provides an independent advocacy service for people with disabilities.

Louise is a Qualified Solicitor in Scots law and has expertise in the areas of advocacy and the rights of people with disabilities across three jurisdictions. Louise has a particular interest in capacity issues and safeguarding. Louise is a member of the National Safeguarding Committee and the HSE Safeguarding Vulnerable Adults Policy Review Group. Louise is also a member of the Expert Group on Codes of Practice for the Assisted Decision Making (Capacity) Act 2015.

 

CONOR O’NEILL is a Consultant Forensic Psychiatrist at the Central Mental Hospital, Dundrum and a Clinical Senior Lecturer in Forensic Psychiatry at Trinity College, Dublin. He leads the Prison Inreach and Court Liaison Service at Cloverhill Remand Prison
